Dennis Thomas (born c. 1948) was a chairman of the Public Utility Commission of Texas from 1987 to 1988.

Thomas received a BBA in Finance, an MA in Public Administration, and a Ph.D. in energy policy and strategy, from the University of Texas at Austin.[1]

Thomas worked for Governors Preston Smith and Dolph Briscoe, and "founded Planergy Inc., a consulting firm that advised utility companies about conservation".[1]

Thomas was deputy executive assistant in charge of budgeting to Governor Mark White, who named Thomas to the PUC.[1]

Thomas later founded another consultancy and became a lobbyist.[2]
