Julieta Valls Noyes (born 1962) is an American diplomat who served as the Assistant Secretary of State for Population, Refugees, and Migration from 2022 to 2024 during the Biden administration. She previously served as the United States Ambassador to Croatia from 2015 to 2017 during the Obama administration.[2][3] Noyes retired in October 2024.
