Mata Prasad is a retired Indian Administrative Service officer. He was one of the first people from the Scheduled Castes to become an IAS officer.[1] He is a former chairman of the Union Public Service Commission of India.[2] He served as the chief secretary of the state of Uttar Pradesh from June 1995 to October 1996, thus becoming the first Scheduled Caste officer to head the state bureaucracy. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2012, for his contributions to civil service.[3]
