  3. ^ In 1917, Atsev signed the Memoir of Bulgarians from Macedonia dated December 27. It is a protest document of the Central Committee of the Internal Macedonian-Odrina Revolutionary Organization, printed in the newspaper "Rodina", published in Skopje, then occupied by Bulgaria and edited by Georgi Bazhdarov, Angel Tomov and Hristo Matov. The memoir was sent to the Bulgarian minister plenipotentiary in Berlin, Dimitar Rizov, to distribute it in Europe. The text of the memoir was written by Todor Alexandrov, and the signatories wrote short biographical notes about themselves. Atsev is described as a former member of the Bulgarian revolutionary committee in Bitola till 1908. The handwritten original of the document is kept in the Central State Archives in the archive fund of IMRO. In the Memoir it is said that the lands on both sides of the Vardar and the Vardar itself belong to the Bulgarian population who inhabit them and therefore cannot be arbitrarily given to other countries to rule them politically.
