A member of the Republican Party, he also served as the 8th Baltimore County Executive from 1990 to 1994.[1][dead link]

During Hayden's term as county executive, he was controversial[citation needed] for various decisions made within the county, including the closing of nine of the then 24 branches of Baltimore County Public Library.[citation needed]
