Maria Milagros "Rose" S. Mercado is a Filipino politician who served as city councilor in Caloocan's 2nd district from 2004 to 2010 and from 2013 to 2022.

During the first few years of the Philippine drug war (2016–present), Mercado was among the councilors who wrote ordinances countering the violent incidents that occurred in the city.
