Bryan Edward Carr (born December 30, 1959) in York, Pennsylvania, the fourth of eight children of Harold Carr (1932–1999) and Maragret Hagarmen (1932). The family moved to Gettysburg, Pennsylvania when Bryan was very young. In 1971, the family moved to Dallastown, Pennsylvania, where they made a permanent residence. Once moving to Dallastown, he attended Dallastown Senior High School for one year before attending York County Vocational School for electrical education.
