Teopisto Jamora Guingona, Sr. was born in Guimaras, Iloilo, on September 20, 1883. He is the son of Vicente Guingona and Francisca Jamora. Teopisto Guingona, Sr. joined the insurgent army when the revolution against Spain broke out. He became the first Municipal Treasurer of Nabalas from 1899 to 1901. He then became Municipal President from 1901-1902. In 1907, Teopisto Guingona, Sr. graduated from the Escuela de Derecho with the degree of Bachelor of Laws. He was elected Representative from the second district of Negros Oriental in 1909 and was re-elected to the same post in 1912. Teopisto Guingona, Sr. served as Governor of Agusan from 1913 to 1917. He then served as acting Governor of Dept. of Mindanao and Sulu from 1918-1920. He was also the first Director of the Bureau of Non-Christian Tibes from 1920-1921. In 1921, Teopisto Guingona, Sr. was appointed Senator for the 12th Senatorial District comprising Mindanao and Sulu. In 1924-1930, he was the chief of the legal department of Levy Hermanos, Inc. In 1930-1931, Teopisto Guingona, Sr. served as the Judge of the Court of First Instance. He served again as Director of the Bureau of Non-Christian Tribes until its abolition in 1935.
