Does anyone know how to force an IP change??

Request reason: "I wish to make good contributions; how can I do this if blocked?? The vandalism ain't gonna happen no more, anyone know how to force an IP change so I can create a new account and do some positive stuff. Note, the vandals have their own wiki now, so everybody should be happy."
Decline reason: "Heard it all before, wasn't true the first, second, third, fourth.. time now on the xth where x is very large number will it be true pgk 10:12, 10 September 2006 (UTC)"[reply]
