Valeriya Alexeyevna Golubtsova (born 15 May 1901 in Nizhny Novgorod — 1 October 1987 in Moscow) was a Soviet scientist who was the director of the Moscow Power Engineering Institute from 1943 to 1952. She held a PhD in Technical Sciences, she was also a professor. She was the wife of Georgy Malenkov.
