Bai Qingcai (Chinese: 白清才; pinyin: Bái Qīngcái; November 1932 – 6 November 2016) was a Chinese politician who served as governor of Shaanxi from 1990 to 1994 and party branch secretary of the All China Federation of Supply and Marketing Cooperatives [zh] from 1995 to 1997. Prior to that, he served as vice governor of Shanxi.

He was a representative of the 13th National Congress of the Chinese Communist Party and a member of the 14th Central Committee of the Chinese Communist Party.[1] He was a delegate to the 7th National People's Congress and a member of the Standing Committee of the 9th National People's Congress.[1]
