Frank Hirao Ogawa (Japanese: 小川 平男,[1] May 17, 1917 – July 13, 1994[2]) was a civil rights leader[3] and the first Japanese American to serve on the Oakland City Council,[4] of which he was a member from 1966 until his death in 1994.[5][6]
Mr. Speaker, I rise today to pay tribute to Frank Ogawa--a dedicated public servant, outstanding civil rights leader, and loving husband and father--who passed away earlier this month in Oakland, California.
