Frank Hirao Ogawa (Japanese: 小川 平男,[1] May 17, 1917 – July 13, 1994[2]) was a civil rights leader[3] and the first Japanese American to serve on the Oakland City Council,[4] of which he was a member from 1966 until his death in 1994.[5][6]
