Lipetsk (Russian : Ли́пецк , IPA: [ˈlʲipʲɪtsk] ), also romanized as Lipeck , is a city and the administrative center of Lipetsk Oblast , Russia , located on the banks of the Voronezh River in the Don basin , 438 kilometers (272 mi) southeast of Moscow .
