The toll roads are operated by state-owned enterprises, mainly by Jasa Marga, Hutama Karya, Waskita Toll Road, and various private companies like Citra Marga Nusaphala Persada and Astra Infra. All operators are under the auspices of the Toll Road Regulatory Agency (Badan Pengatur Jalan Tol, BPJT) of the Ministry of Public Works and Housing.
