Frederick Carlyle Boucher (/ˈbaʊtʃər/; born August 1, 1946) is an American politician who was the U.S. representative for Virginia's 9th congressional district from 1983 to 2011. He is a member of the Democratic Party. He was defeated in his bid for a 15th term by Republican Morgan Griffith in the 2010 elections.
