Stephen May (July 30, 1931 – March 31, 2016) was an American lawyer who served as mayor of Rochester between 1970 and 1973 and as an assistant secretary for congressional relations at the U.S. Department of Housing and Urban Development in the Reagan administration.[1] He is to date the last Republican mayor of Rochester.
