Djibouti uses dmy dates as their regular dating standard, so I think it would be safe to use those dates in the article; as well as non-N.Am spelling. So the following points address these:
Insert the following templates at the top of the article: {{EngvarB}}, {{Use dmy dates}} and {{Short description|none}}; the dmy will change all the reference formats.
Dates in the infobox: "July 23, 2021 – August 8, 2021" –> "23 July 2021 – 8 August 2021"
It seems the dates in the article are mostly dmy format, except in the Swimming section: "FINA Points System of June 28, 2021." –> "FINA Points System of 28 June 2021"
All three images in the article need alternative texts. See MOS:ALT
Lead:
The citation in the lead isn't necessary as the point of the COVID delay is already addressed and cited in the background section.

Djibouti did not field any athletes at the 2004 Summer Olympics in Athens."; these two sentences are probably better compounded as they're both really short and realated to each other, say: "This was the nation's ninth appearance at the Summer Olympics; Djibouti did not field any athletes at the 2004 Summer Olympics in Athens."
