It is not the player's legal citizenship (which will often be the same but need not be). In snooker, as in association football, rugby, etc., players usually represent sovereign nation-states, but may represent non-sovereign sub-national entities, such as the constituent countries of the UK (England, Wales, Scotland and Northern Ireland) for sporting purposes. It is not just Wikipedia that does this, as can be seen at the official International Billiards and Snooker Federation website here. The BBC have also adopted this usage as can be seen here. The Wikipedia usage reflects the real-life usage within the sport.
