If the template in question does not have a /doc page, and the {{Permanently protected}} does not have a nodoc parameter, then the talk page will be categorized in Category:Templates needing documentation pages.
The parameter |nobutton=yes
can be used to hide the "Request edit" button on talk pages that soft-redirect to a centralized discussion page.
Note that, despite what the template above says, {{Permanently protected}} itself is not fully protected, it is just [edit=autoconfirmed] (indefinite) [move=sysop] (indefinite)
