Much is made in Star Trek of the Prime Directive. Presumably all United Federation of Planets officers know it and are guided by it, and we get a very strong but not entirely consistent impression of what it says.
Wikipedia's rules, policies, guidelines and the five pillars are a bit like that too, and a bit different. But there's an underlying and unspoken Prime Directive behind it all...

That is, all Wikipedians are. Perhaps we should be a bit careful about awarding the title Wikipedian. Some who edit are just not here as Wikipedians. But most of us are, and of course AGF means that we're sort of deemed to be.
And that has some consequences.
