- Here is an official publication (in Russian). You can get an ugly automatic translation with something like this. Be careful, however - THE NEW LAW ONLY APPLIES TO RUSSIAN CITIZENS. If you don't have a Russian passport, make sure you know what are the rules that apply in your situation. Dmitry
