Thank you for your responses. I'm afraid I am not a regular contributor and do not have a registered account. As an English translator, I was asked by my colleagues at the French finance ministry to help find out what the problem was with the English draft. I am not trying to get anyone to take sides, I simply resubmitted the draft after being told it would be accepted and was then trying to find out why it had been declined again. The reason I didn't respond for several weeks is that I have been on holiday from work and I was waiting for a response to the new submission. I will ask my colleagues at the French finance ministry to try and amend the draft and will not bother you again with any more questions.
