Victor Macedo was employed by Julio César Arana and his rubber firm as an administrator between 1903 and 1910 during the Putumayo genocide. Macedo was the general manager of the Peruvian Amazon Company's agency at La Chorrera on the Igara Paraná River, Columbia, between 1907 and 1911. In June 1911, 215 arrest warrants were issued against employees of La Chorrera for their role in perpetrating the Putumayo genocide. Macedo's arrest warrant was issued in July of that year and he was arrested in August but a prefect of Lima released him from incarceration. In 1914, Macedo was reported to be in Bolivia near the border with Brazil along with several other former managers of the La Chorrera agency.
