Warren Worth Bailey (January 8, 1855 – November 9, 1928) was a Democratic member of the U.S. House of Representatives from Pennsylvania and a Georgist publisher.[1][2] He and other Georgists led in framing the U.S. income tax law of 1916, which exempted most labor income and targeted land rent.[3][4]
