As with the previous RfC, some sections are much clearer-cut than others. There was very strong consensus to enable the use of Pending Changes throughout all namespaces, though it's worth noting that its use on transcluded templates would need extra attention because, as was pointed out, transclusions will only show the latest revision regardless of whether it's been approved. There was unanimous agreement that the best venue for requesting PC would be the current Requests for Page Protection board, and nearly unanimous agreement that a new noticeboard dedicated to PC was unnecessary. In addition, the initial removal policy of the reviewer right met with no objections; as it's an initial policy, this is something we will have to review after a few months to see if it's actually effective.
Then there's the question of whether we need specific eligibility criteria for PC. The consensus on this was fairly clearly against having any specific criteria, but a significant minority expressed concern that its use is less well-defined than is the use for conventional protection methods; if enormous inconsistencies with application are seen upon implementation, this may be a topic worth revisiting. As to where the policy on use of Pending Changes should be located, the consensus seems to be that it belongs as a section on the current protection policy page, and there was no objection to using the page WP:Pending changes as an information page on the tool itself, similar to WP:Rollback. Finally, the draft guide for reviewers underwent some changes during the course of the RfC, and there didn't seem to be any significant opposition to said changes; like all guidelines, it should evolve as PC is rolled out and we're dealing with real scenarios. As with the previous RfC, assessing the usefulness of what gained consensus here will require some monitoring. The same time frames (1 month for obvious problems, more for subtler issues) seem to fit with everything in this discussion as well. It appears that after this and the previous RfCs, we have the necessary framework to roll out Pending Changes, and we know what aspects of its use will require the most monitoring and later attention.
