There is consensus to close this proposal early as "rejected." The proposer himself suggested the closure, which is functionally equivalent to his having withdrawn the proposal. It can therefore be closed without waiting for an uninvolved editor. (See

Proposer's comment: "I strongly believe this will happen eventually, and I thought we might as well do it now but it is now abundantly clear that the community is not ready to do this and the proposal has been rejected. I don't see any need to leave this open a full month when the outcome is obvious."
Functionally equivalent proposals should probably not be introduced for a minimum of two years. (See
