Wilfred de Souza GCIH FRCS FRCSE (23 April 1927 – 4 September 2015) was a surgeon and politician who served as Goa's first Deputy Chief Minister of Goa and chief minister on three occasions[1] when he was a member of the Indian National Congress and the Goa Rajiv Congress Party, during his third tenure.
